MacDonald was born in Quebec City, Quebec, on the 17th of October, 1959. MacDonald began his comedy career by performing stand-up comedy. His first gig was writing for The Dennis Miller Show (1992) and then Roseanne (1988). When he was writing for Roseanne (1988) and then for The Dennis Miller Show (1992), he was noticed by Lorne Michaels, who was a fan of the stand-up comedy of Norm and then offered him a spot on Saturday Night Live (1975).MacDonald became well-known when he became the Weekend Update anchor with his trademark line, "And now the fake news". He was on the air from September 24, 1994 to December 13, 1997, at which point he was fired by Don Ohlmeyer, president of NBC in the west coast. He officially quit the show in the month of March, 1998. The last update for the weekend came on December 13, 1997. Dirty Work (1998) was the film he begun working on in the summer of 1997. It was released two months later. The show he hosted on ABC show, Norm (1999), was released in March 1999, and ran for three seasons. In the same time, he also starred in the film Screwed (2000) with Dave Chappelle.
